Additional Notes:

  • If a Talent-Track winner also wins at the Global Finals, only the higher award is paid; vacated Talent-Track awards are reallocated in rank order.
  • Adjustment of Awards: Final prize counts may be revised based on the overall quality and number of entries.
  • Entity Requirements: Awardees must be legally registered entities operating in Chaoyang District and actively conducting R&D, office, or other business activities locally.
  • Local Establishment Deadline: Winners not yet established in Chaoyang District must set up a compliant operational entity (R&D, office, or similar) within one year of the competition’s end.

Talent Track

Policy Support: Nomination into the Phoenix Plan high-level talent network and youth innovation policies.
Workplace Support: Free registration address, shared meeting rooms, and up to five workstations (or 100 sqm) at the ITEC Innovation & Entrepreneurship Park for up to two years.
Resources: Priority access to the Chaoyang Science & Technology Innovation Fund and application-scenario resources.

Industry & Special Track

Policy Support: Inclusion in the Phoenix Plan network; direct access to full-lifecycle industry policies (AI, data, digital healthcare, etc.).
Workplace Support: Office space (up to 500/400/300/200 sqm for Grand/First/Second/Third Prize winners) at ITEC Park for three consecutive years, plus “concierge-style” incubation services.

Additional Notes:

  • Rewards across multiple winning projects are cumulative and uncapped.
  • Innovation Scouts must comply with national tax regulations; reward funds must be used in accordance with Chinese laws and regulatory requirements.
  • Each project may have only one Innovation Scout, as recorded during registration. If no referrer is indicated, the registration link will be used for attribution (verified during on-site assessment).
  • The Innovation Scout cannot be the project applicant, a team member, or an affiliated institution/organization.
  • Individuals employed by government agencies, public institutions, or on fiscal payroll are ineligible for Innovation Scout rewards. In cases of overlap with other Chaoyang talent incentive programs, the highest reward will be granted.

Eligibility Criteria

1. Company Age: Entities must be established after January 1, 2015. For the Talent Track, submitted projects must be at or before the Series A funding stage (early-stage only).

2. Founding Team: Applicants and presenters must be the primary founders of their projects. The combined original shareholding of the primary founder(s) and core team should be at least 30% (on a lookthrough, consolidated basis).

3. Track Registration: Each team may apply to only one Industry Disruption or Specialized Innovation Track but may simultaneously register for the Talent Accelerator Track (with additional qualification documents submitted prior to evaluation).

4. Listing Status: Participating entities must not be publicly listed companies (except on the New Third Board or New Fourth Board).

5. Legal Compliance & Ethics: All team members must comply with the Constitution of the People’s Republic of China and relevant laws, have no major records of dishonesty, and uphold high standards of professional ethics.

6. IP & Innovation: Entities must hold valid intellectual property rights or usage authorizations and demonstrate clear innovation and commercial potential.

7. Award Consistency & Local Intent: The legal entity submitting the application must match the entity receiving any award. Projects already established in Chaoyang District must enter under a Chaoyang-registered entity. Nonlocal winners must show genuine intent to develop in Chaoyang by establishing a compliant operational entity (R&D, office, or similar) within one year of award.

Evaluation Mechanism

Jury Structure: A panel chaired by leading scientists, joined by domain experts in technology, industry, and venture investment.

Scoring Criteria: Each submission is evaluated across multiple dimensions: Founders’ Competence, Technological Innovation, Market Potential, Business Model, Investment Value: ROI potential, risk profile, and capital efficiency.,Strategic Fit and alignment with Chaoyang District’s priority industries and ecosystem.

Review Workflow:

To ensure to ensure fairness, impartiality, and transparency throughout the competition, the evaluation process follows: Independent Scoring, Arbitration Review, Collective Deliberation.

The final interpretation right of this event belongs to the host organization.
